The purpose of focusing on a balance between the People Values and the Business Values is so that the needs of the people AND the needs of the business are met. It is not enough to just have one side of that scale be taken care of to the detriment of the other.
Examples of the scales being out of balance:
In a company where the needs of the employees are thought of before the business, in the end the employees lose out. In today's market it would be difficult to remain streamlined and at the top of your market if you were determined that your employees would never be challenged to expand outside of what they already know for the benefit of the business. A company such as this can't exist for long, and so the employees will soon be forced to look for another job despite how well they were treated.
Likewise a company that is more focused on the bottom-line then the way in which it's employees work to achieve it, may allow dishonest and callous behaviors as a means to an end. An environment such as this will begin to weed out the most qualified employees that are valuable enough in the job market to work somewhere they can be proud of. No company with such a hidden employment filter can work at the top of it's game, and so the bottom line will actually be affected adversely.
